4. Where & How to Buy
- Dispensaries: Licensed retail establishments.
- Delivery & Online: Home delivery of recreational marijuana is legal via licensed delivery operators and couriers.
- Consumption Lounges: Social consumption pilot programs exist, but are heavily restricted and depend on local municipal approval.
- Local Opt-Outs: Municipalities can ban recreational retailers or restrict the types of licenses allowed in their borders.
5. Taxes & Payment
- Excise Tax: 10.75% state marijuana excise tax.

6. Consumption Rules

- Landlord/Employer: Landlords may prohibit smoking/vaping (though cannot ban possession). Employers can enforce zero-tolerance policies.
7. Home Cultivation
- Allowed: Yes
- Plant Count Limits: Up to 6 plants per adult.
- Household Caps: Maximum 12 plants per household, regardless of the number of adults. Must be out of public view and secured.
8. Penalties
- Over-Limit Possession: Civil fines or criminal charges depending on the excess amount.
- Public Consumption: Civil citation ($100 fine).
- Sale to Minors: Criminal charges, loss of license.
- DUI Thresholds: Impairment-based. No specific "per se" blood-THC limit exists. Prosecution relies on officer observation and evidence of impairment.
