2. Who Can Purchase

Resident vs. Out-of-State/Visitor: Both residents and visitors aged 21+ may purchase.
Reciprocity: No medical reciprocity for out-of-state patients in the adult-use market.
3. Purchase & Possession Limits
Flower: 2.5 oz (70.8 g) per transaction. You may possess up to 10 oz locked in your residence.
Concentrate: Up to 15 g per transaction.
Edibles: Up to 16 oz of solid cannabis-infused product per transaction.
4. Where & How to Buy
Dispensaries: Licensed retailers and microbusinesses.
Delivery & Online: Legal and widely available through licensed delivery services. Municipalities cannot ban delivery vehicles from traversing their jurisdiction.
Consumption Lounges: Designated consumption establishments are legal if the local municipality opts in (rare).
Local Opt-Outs: Municipalities can prohibit cannabis establishments within their borders.
5. Taxes & Payment
Excise Tax: 10% state excise tax on retail sales.
Sales Tax: 6% state sales tax.
Payment: Cash, debit (cashless ATMs).
6. Consumption Rules
Permitted Locations: Private residences and authorized consumption establishments.
Prohibited Locations: Public places (parks, streets, sidewalks).
Vehicles/Open Container: Illegal to consume in a vehicle. Open container laws mandate that cannabis be secured in a trunk or inaccessible area.
Landlord/Employer: Landlords may ban smoking (though not possession). Employers can enforce drug-free policies and terminate for off-duty use.
7. Home Cultivation
Allowed: Yes
Plant Count Limits: Up to 12 plants per household.
Household Caps: 12 plants max per residence, regardless of the number of adults. Must be out of public view and secure.
8. Penalties
Over-Limit Possession: Civil infractions for minor amounts over the limit; misdemeanors for significantly higher amounts.
Public Consumption: Civil infraction / fine.
Sale to Minors: Felony offense.
DUI Thresholds: Zero-tolerance / per-se strict standard. Any amount of Schedule 1 substance (including THC, except for some medical cardholder exceptions which revert to an impairment standard) is treated as impaired driving.
