2. Who Can Purchase

3. Purchase & Possession Limits

- Delivery & Online: Delivery is permitted via licensed cannabis couriers.
- Consumption Lounges: Legal and permitted across the state, giving consumers places to consume socially.
- Local Opt-Outs: Municipalities cannot completely ban cannabis businesses, but they can control zoning and hours of operation.
5. Taxes & Payment
- Excise Tax: 13% state excise tax on recreational sales (escalating 1% annually until it reaches 18% in 2030).
- Sales Tax: Standard state and local Gross Receipts Tax (GRT) applies.
- Payment: Cash, debit (cashless ATMs).
6. Consumption Rules
- Permitted Locations: Private property and licensed consumption lounges.
- Prohibited Locations: Public places (parks, streets, sidewalks).
- Vehicles/Open Container: Illegal to consume in a motor vehicle.
- Landlord/Employer: Landlords may prohibit smoking on their properties. Employers can maintain zero-tolerance drug policies.
7. Home Cultivation

- Plant Count Limits: Up to 6 mature plants and 6 immature plants per adult.
- Household Caps: Maximum of 12 mature plants per household regardless of the number of adults. Must be out of public view.
8. Penalties
- Over-Limit Possession: Exceeding 2 oz in public can result in misdemeanors; exceeding 8 oz in public is a felony.
- Public Consumption: $50 penalty.
- Sale to Minors: Felony.
- DUI Thresholds: Impairment-based. No specific "per se" blood-THC limit; relies on officer observation of impairment.
