2. Who Can Purchase

Resident vs. Out-of-State/Visitor: Both residents and visitors aged 21+ may purchase.
Reciprocity: Out-of-state medical cards are accepted at compassion centers, but recreational limits apply to adult-use purchases.
3. Purchase & Possession Limits
Flower: Up to 1 oz (28.3 g) per transaction / public possession.
Concentrate: Up to 7.7 g per transaction.
Edibles: Up to 830 mg of total THC per transaction.
Note: You may possess up to 10 oz of cannabis inside your primary residence.
4. Where & How to Buy
Dispensaries: Licensed dispensaries (Compassion Centers transitioned to hybrid).
Delivery & Online: Home delivery is permitted between 8:00 AM and 8:00 PM if the licensed retailer has received a variance from the CCC.
Consumption Lounges: The law allows for licensed cannabis consumption areas, though deployment depends on local municipal approval.
Local Opt-Outs: Municipalities had the option to hold referendums to prohibit recreational sales.
5. Taxes & Payment
Excise Tax: 10% state cannabis excise tax.
Sales Tax: 7% state sales tax.
Local Tax: 3% local municipality tax.
Total Tax: 20% total on recreational sales.

6. Consumption Rules
Permitted Locations: Private property.
Prohibited Locations: Anywhere tobacco smoking is banned, school grounds, public transportation, and where smoke would affect children.
Vehicles/Open Container: Illegal to consume while operating or riding in a motor vehicle.
Landlord/Employer: Landlords may prohibit smoking on their property. Employers are not required to accommodate cannabis use in the workplace.
7. Home Cultivation
Allowed: Yes
Plant Count Limits: Up to 3 mature plants and 3 immature plants per dwelling unit.
Household Caps: This limit applies strictly per household, regardless of the number of adults. Plants must be locked/secured and reasonably concealed from public view and odor limits apply.
8. Penalties
Over-Limit Possession: Civil fines for minor overages (between 1-2 oz in public); criminal penalties for larger amounts.
Public Consumption: Fines.
Sale to Minors: Criminal charges.
DUI Thresholds: Impairment-based. While having metabolites isn't an automatic DUI, any impairment demonstrated leads to severe OUI penalties.
